On July 5, a TIR international road transport vehicle, fully loaded with goods such as thermos flasks and juice extractors, completed customs clearance procedures at Yiwu Customs and departed from the Yiwu Express (Cross-border) Supervision Center for Tashkent, Uzbekistan. This marked the successful departure of the first "TIR + Market Procurement" shipment in central Zhejiang and the official opening of Yiwu's new TIR route to Central Asia, injecting new impetus into Yiwu's integration into the Belt and Road Initiative.
The goods transported this time were declared under Yiwu's market procurement trade method (customs supervision code 1039), combined with the TIR model. With this approach, the goods only need to be sealed once by the customs at the place of departure and can then be transported directly to the destination without repeated unboxing inspections en route, achieving "one-certificate customs clearance and direct delivery by a single vehicle." This provides a low-cost and highly flexible solution for the foreign trade needs of small and medium-sized enterprises (SMEs) involving "multiple product varieties and small batch sizes."
To ensure the smooth implementation of this model, Yiwu International Land Port Group, with strong support from entities such as the Yiwu Market Development Commission, the Commerce Bureau, and Customs, established a "point-to-point" full-process service mechanism. It appointed dedicated enterprise service officers to communicate with businesses in real time about their needs, completed the data integration between the market procurement trade online information platform and the TIR electronic customs clearance system, and provided end-to-end guidance for on-site operations by enterprises. This comprehensive service support, covering the entire chain from cargo declaration to customs clearance and release, ensured efficient and smooth customs clearance for goods.
